Personally? Yes, but I think "celebrate" is the wrong word. It was family, in my case; I don't think he would have really appreciated my remembering it even if he was able to know about it somehow, but it's important to me to do so.
Take the time to remember the person, maybe dedicate the day to them? It doesn't have to be lavish...unless they would have wanted that, I guess?
